County financial committee good idea

 Let’s hear it for Jerry Frantz, director of finance for Allegany County. Mr. Frantz suggested to his bosses, the County Commissioners, that an advisory committee be formed from within county departments to take a hard look at the county’s economic situation.
 
 In light of recent national events - namely, the terrorist attacks of September 11, and their ongoing impact - Mr. Frantz asked that an in-house group be created that would formulate how the county could reduce expenses if an economic crisis were to occur. He also suggested that this new group take input from the public as they work through the issue.
 
 What a good idea. And so progressive, too. No wonder County Commissioner Dale Lewis saw a problem with it.
 
 While Mr. Frantz was clearly hoping for an opportunity to help prepare county departments and the public for what could very well be tough economic times ahead, Mr. Lewis seemed to view Mr. Frantz’s suggestion as a radical concept giving too much information to too many people.
 
 Mr. Lewis kept telling Mr. Frantz that he, Mr. Frantz, could just do whatever needs to be done with no assistance, even though Mr. Frantz kept telling Mr. Lewis that the more input he has on dealing with the county’s finances in what could prove to be very trying times, the better.
 
 Mr. Lewis seemed very nervous about people knowing things about the county budget. Since the budget is public, you have to wonder why. Exactly what does he think people are going to find out? How much he’s blowing in his expense account?
 
 We think Mr. Lewis should calm down. Getting dirt on the County Commissioners is really not the point. The point is that Mr. Frantz is trying to prepare county employees and the public for the very real possibility of a significant recession.
 
 We do have to commend the other commissioners, Mr. Jim Stakem and Mr. Bob Hutcheson, both of whom said they felt the committee would be productive. We’re glad they understand what Mr. Frantz is trying to do.
 
 It makes sense for county departments to prepare themselves for the possibility of budget cuts down the road. And it makes sense for county staffers to prepare the public for the possibility of those cuts as well. Why shouldn’t the public be in on the preparations? It’s taxpayer money we’re talking about here, and taxpayer services as well.
 
 Plus, that’s the way it’s supposed to work - public participation is a key component of the government process.
 
 Good work, Mr. Frantz. And good luck. We’ll be anxious to see what you and your new group come up with.
